Earlier Report Observations

From 2018 to 2020, the production of milled rice and broken rice in Eastern Asia was influenced by state policies aimed at supporting the sector. The introduction of a minimum purchase price for paddy rice and grain capacity enhancement programs helped maintain a high production level of 136.8 million tonnes in 2018. Despite these measures, production fell to 131.8 million tonnes in 2019. In 2020, logistical cost increases due to the COVID-19 pandemic affected supply chains, but further strengthening of minimum purchase price mechanisms and subsidies contributed to a slight recovery to 132.2 million tonnes.

The period from 2021 to 2023 saw production volumes face additional pressures from external events and weather. In 2021, production dropped to 125.9 million tonnes even as minimum purchase price policies expanded to more regions, and India's export ban on broken rice altered international trade dynamics. Extreme weather conditions in 2022 affected yields in some major producing areas, but another increase in minimum purchase prices and the continuation of India's export restrictions helped stabilize production at 125.8 million tonnes. By 2023, production edged up to 126.1 million tonnes, while the overall market size declined to 128.3 million tonnes.
