Earlier Report Observations

Angola's rice market remained heavily import-dependent throughout the period, with market volume growing from 462 thousand tons in 2018 to 716 thousand tons in 2020. This reliance was underpinned by the launch of the National Grain Production Promotion Plan (Planagrao) and the Support Program for Production, Diversification of Exports and Substitution of Imports (PRODESI) in 2018, which aimed to increase local output but had limited immediate impact. The introduction of Value-Added Tax in October 2019 raised consumer prices but did not curb import growth, which surged to supply the market.

Market volume contracted in 2021 to 685 thousand tons as rice prices jumped by 38% over the year, pressured by weak domestic production, an unfavorable exchange rate, and a challenging macroeconomic environment. The following year saw a recovery to 804 thousand tons, supported by the continued implementation of Planagrao to expand cultivated area, although domestic production still met only about 3% of national consumption.

In 2023, the market volume fell sharply to 568 thousand tons amid persistent price increases and economic constraints. Concurrently, private investments like those from Grupo Carrinho and new production ventures, such as a farm with a Chinese partner, began to develop local capacity. For 2024, the government organized an electronic auction to license the import of 270 thousand tons of rice, leading to a concentration among a few companies, while the central bank allocated USD 150 million to support rice imports and exchange rate needs.
