The volume of Angola's broken rice market fluctuated between 2018 and 2020, affected by currency devaluation and exchange rate liberalization that drove up consumer prices. The introduction of Value-Added Tax (VAT) in October 2019 further increased prices, contributing to a drop in market volume that year as demand weakened. Domestic production remained limited, maintaining reliance on imports to meet consumption.

In 2021, market volume fell again as rice prices rose 38% due to continued currency pressure, inflation, and supply shortages. The government's launch of the National Grain Production Promotion Plan (Planagrão) in December 2022 aimed to expand rice cultivation, but production stayed below needs. This, combined with reduced imports, led to a sharp decline in market volume in 2023.

Policy measures such as the PRODESI program, started in July 2018 to support domestic production and import substitution, along with the 2024 electronic auction for rice import quotas awarded to three companies, shaped the market's structure. However, overall volume movements were primarily driven by price inflation, production constraints, and import dynamics.
