European maize starch production rose from 4.7 million tonnes in 2018 to 5.9 million tonnes in 2021, with market volume expanding from 4.8 million tonnes to 5.9 million tonnes over the same period. This growth was fueled by increasing demand from the food processing industry for convenience products, alongside the Clean-Label movement which prompted major companies like Ingredion to launch new organic starch variants. The COVID-19 pandemic in 2020 further accelerated demand for starch in organic food segments and for biodegradable packaging materials, driven by e-commerce and sustainability trends.

Production and market volume then contracted to 5.6 million tonnes and 5.6 million tonnes in 2022, falling further to 4.8 million tonnes and 4.7 million tonnes in 2023. The downturn was primarily triggered by the war in Ukraine, which caused a sharp rise in European corn prices and reduced corn acreage and yields, significantly raising production costs. High energy and raw material expenses persisted into 2023, constraining output despite continued industry investment in new production facilities for modified starches.

Europe's maize starch production volume increased for the second consecutive year. In 2020, Europe produced 5 657 K t of maize starch, which is 6.6% higher than in 2019. Between 2017 and 2020, production grew by 12.1%, representing an annualized rate of 3.9%. The lowest production level was recorded in 2018 at 4 673 K t, with the largest decline of 7.4% occurring that year. In contrast, the largest increase of 13.5% was observed in 2019.

Europe's maize starch production value rose for the third consecutive year. In 2020, the output of maize starch in Europe was valued at 14 061 M $ US, marking a 3.2% increase from 2019. From 2017 to 2020, production value grew by 13.7%, equating to an annualized rate of 4.4%.

Exports maize starch from Europe

Exports in kind, K t

After a two-year decline, Europe's foreign maize starch supplies increased. In 2020, exports reached 452.5 K t, representing an 11.7% rise compared to 2019. Between 2017 and 2020, exports decreased by 15.8%, with an annualized rate of decline of 5.6%. The lowest export volume was recorded in 2019 at 405.2 K t, and the largest decline of 19.3% occurred in 2018.

The country composition of exports in kind from 2017 to 2020 was highly dispersed. Indonesia accounted for 4.0% of exports in kind, the United Arab Emirates for 1.9%, and Saudi Arabia for 1.6%, together forming just 7.5% of total flows. The remaining 92.5% was distributed among a wide range of other destinations.

Exports in value, M $ US

Europe's maize starch export value increased for the third consecutive year. In 2020, exports totaled 332.5 M $ US, remaining virtually unchanged from the previous year. Over the period from 2017 to 2020, exports grew by 13.2%, with a compound annual growth rate of 4.2%.

From 2017 to 2020, the partner landscape for exports in value terms was broad. Indonesia contributed 2.5% of exports in value terms, Saudi Arabia 1.7%, and the United States 1.5%, together accounting for only 5.7% of total flows. A substantial 94.3% was supplied to or from many other countries.
