The maize market in Uganda experienced notable fluctuations between 2018 and 2023. After a volume of 2.98 million tons in 2018, the market contracted to 2.58 million tons in 2019. This was followed by a recovery to 3.25 million tons in 2020.

Growth continued into 2021, reaching 3.49 million tons. The most significant expansion occurred in 2022, when the market volume jumped to 4.72 million tons. However, this was followed by a moderate decline to 4.49 million tons in 2023.

Uganda's maize production reached 3 500 K t in 2020, marking a 26.8% increase from 2019. Over the 2017-2020 period, production grew by 24.4%, with a compound annual growth rate of 7.5%. The lowest production level was recorded in 2019 at 2 760 K t, which also saw the largest decline of 19.8%.

The market showed an unstable trend throughout the period. Import levels varied significantly, with a 2.4-fold difference between the peak in 2018 at 461.7 K t and the low in 2019 at 190.9 K t. In 2020, Uganda's cross-border maize shipments totaled 258.9 K t, up 35.6% year-over-year. The largest decline occurred in 2019, falling by 58.7%.

From 2017 to 2020, Kenya dominated Uganda's maize exports in kind, accounting for 70.7% of total flows, while numerous smaller partners made up the remainder.

Uganda exported maize worth 66 236 K $ US in 2020, a 25.8% increase year-over-year. However, over the 2017-2020 period, exports decreased by 20.2%, with a compound annual growth rate of 7.2%. The lowest value was recorded in 2019 at 52 661 K $ US, while the highest was in 2018 at 89 532 K $ US. The largest decline of 41.2% occurred in 2019.

During 2017-2020, Kenya, South Sudan, and Tanzania were the principal buyers of Ugandan maize in value terms, accounting for 66.0%, 12.6%, and 9.4% of exports respectively. Together, they represented 88.0% of total export value.

Market performance showed noticeable fluctuations during this period. Import levels varied dramatically, with a 20-fold difference between the high in 2020 at 11.9 K t and the low in 2018 at 0.6 K t. In 2020, Uganda's maize import volumes increased by 67.5% compared to the previous year. The largest decline of 80.4% was recorded in 2018, while the largest increase of 1,091.3% occurred in 2019.

Market performance exhibited significant fluctuations during this period. Import values showed a peak-to-trough amplitude of 4.6 times between 2020 and 2018. In 2020, Uganda's imported maize reached 3 491 K $ US, a 151.0% increase from the previous year. The lowest value was recorded in 2018 at 765 K $ US, which also saw the largest decline of 61.7%.
