Earlier Report Observations

In 2018-2019, the market volume of hypochlorites, chlorates and perchlorates in Russia increased from 332.8 thousand tons to 343.8 thousand tons. This growth was supported by the initiation of government procurement tracking under laws 44-FZ and 223-FZ, which boosted demand, alongside new technical regulations that stimulated production and consumption of innovative, high-concentration sodium hypochlorite products.

After peaking in 2019, the market contracted to 298.7 thousand tons by 2021. During this period, the industry focused on import substitution and implemented updated industrial safety rules for production, storage and transportation. Recovery began in 2022, with the market reaching 312 thousand tons in 2023, driven by further technical regulations that encouraged demand for improved products and by the ongoing construction of a new 50 thousand ton per year sodium chlorate production facility at PJSC 'Khimprom'.

The market stabilized at 310.6 thousand tons in 2024, while domestic production continued to grow, reaching 289 thousand tons in 2025. This was supported by capacity development, including the adoption of membrane electrolysis technology at plants such as JSC 'VTE Yugo-Vostok', which enhanced production capabilities.
