Earlier Report Observations

The Russian chlorine market volume fluctuated between 2018 and 2021, peaking at 447 thousand tons in 2019 supported by increased consumption for water purification and medical purposes. It then declined to 421 thousand tons by 2021 as the COVID-19 pandemic disrupted industrial activity and logistics, while ongoing sanctions and the introduction of new transport safety rules further strained the supply chain.

A recovery phase from 2022 to 2024 saw the market expand to 456 thousand tons. This was driven by persistent demand from water treatment and healthcare, the entry of new domestic producers, and a strategic pivot by Russian companies toward export markets alongside the development of innovative product categories and packaging solutions.

In 2025, chlorine production dropped to 406 thousand tons, indicating a shift in market dynamics.
