This expansion was initially supported by the established presence of the state-owned company Misurbas S.A.C., which strengthened domestic production and distribution. The COVID-19 pandemic in 2020 sharply increased demand for hygiene products, particularly paper towels, as consumers prioritized sanitation.

After peaking in 2020, market volume declined to 250.6 thousand tons in 2021 and 225.1 thousand tons in 2022. Despite the lower volume, the market value reached 333.9 million USD in 2022, partly due to sustained consumer preference for higher-quality, absorbent products.

In 2023, the market contracted significantly, with volume falling to 147.8 thousand tons and value dropping to 205.1 million USD.
