This growth coincided with continued sales increases for toilet paper, although at gradually slowing rates, and ongoing modernization in the food industry, which indirectly supported demand for sanitary paper products.

After reaching its peak, the market contracted to 28 078 tons in 2021 before stabilizing at 28 138 tons in 2022. During this period, consumer preferences shifted towards products with improved hygienic properties. Structural changes also occurred as Russian producers entered the Belarusian market, while government import substitution programs encouraged domestic production, helping to maintain market volume.

In 2023, the market volume fell sharply to 22 824 tons, marking a substantial downturn.
