Earlier Report Observations

The market for homogenised jams, jellies, marmalades, purées and pastes in Romania experienced significant volatility in physical volume between 2018 and 2023. After reaching 5 681 tonnes in 2018, consumption dropped to around 4 100 tonnes in 2020 before rebounding sharply to 5 595 tonnes in 2021. This was followed by another contraction to 4 229 tonnes in 2022 and a partial recovery to 4 822 tonnes in 2023. In contrast, the market value demonstrated a clear upward trend, rising from 7.8 million US dollars in 2019 to 10.2 million by 2023, indicating a shift towards higher-value products or increased unit prices.

A key development in 2022 was the introduction of stricter national regulations, transposing EU Directive 2024/1438. The new rules mandated a higher minimum fruit content—for instance, jams now required at least 450 grams of fruit per kilogram of finished product, an increase of 100 grams. They also enforced more transparent labeling, including the phrase 'prepared with X grams of fruit per 100 grams' of final product. These changes directly increased production costs for manufacturers, who had to reformulate recipes and update packaging, contributing to the market's rising value even as volume temporarily declined.

By 2023, the market's physical volume began to recover while its value continued to grow strongly, surpassing 10 million US dollars. The regulatory shift likely reinforced a longer-term trend of consumers accessing products with higher fruit content and clearer labeling, supporting value growth despite fluctuations in total tonnage sold.
