The hazelnut market in Turkey experienced notable fluctuations from 2018 to 2023. Market volume surged by 64% to 584 thousand tons in 2019, a jump supported by improved productivity in the Western Black Sea region, where yield rates increased. This growth was followed by a contraction in 2020 and 2021, with market size falling to 482 thousand tons. The decline coincided with strong export volumes, which reached over 200 thousand tons in 2021, diverting supply from the domestic market. A sharp rebound occurred in 2022, with market volume climbing to 587 thousand tons, driven by state intervention as the Toprak Mahsulleri Ofisi (TMO) announced guaranteed purchase prices for shelled hazelnuts, incentivizing production and market participation.

Government price supports through TMO consistently influenced producer behavior and market dynamics. In 2022, TMO set purchase prices at 84 TL/kg for Giresun quality hazelnuts, and President Erdoğan announced an average supported price of 54 TL/kg, which helped stabilize farmer incomes and encouraged output. Turkey maintained its position as a leading global exporter, with Germany, Italy, and France remaining key destinations, though high export volumes periodically affected domestic availability. Ongoing efforts against pests and diseases, along with the establishment of new hazelnut orchards in 2021, contributed to the sector's production capacity over the period.

After peaking in 2022, the market volume declined to 499 thousand tons in 2023. Throughout the period, traditional farming methods and high production costs persisted as characteristic features of Turkey's hazelnut sector, which is predominantly composed of small and medium-scale growers.

Over the 2017-2020 period, production value grew by 4.5%, with a compound annual growth rate of 1.5%. The minimum value was 2 970 million US dollars in 2018, and the maximum was 4 998 million US dollars in 2019. The sharpest decline happened in 2018 at 34.1%, while the most significant increase was in 2019, up by 68.3%.

The highest export volume was recorded in 2019 at 193.7 thousand tons, with the largest increase that year at 19.1%.
