Production growth was driven by smallholder farmers operating semi-intensive systems, with the goat herd reaching approximately 8.7 million head by 2022, the highest in the period, which expanded the base for meat output.

A sharp 87% rise in average goat meat prices in 2019 provided a strong incentive for producers, contributing to record-high production levels by 2021. This price momentum, alongside the sector's role in household income and GDP, encouraged continued investment and output despite persistent challenges such as high maintenance costs.

The government's focus on poultry through the Broiler Revitalization Programme influenced meat consumption patterns but did not halt the expansion of goat meat production. Sustained high demand and the absence of major import competition kept the market supplied domestically, with value addition occurring mainly in meat processing and hides.
