The market volume for sheep and goat meat in Ghana expanded steadily from 106.2 K t in 2018 to 128.1 K t in 2023. This growth was primarily driven by the government's Rearing for Food and Jobs (RFJ) initiative launched in 2019, which aimed to modernize livestock production. The program supplied elite breeding stock of sheep and goats to farmers in northern and savannah regions, directly enhancing genetic quality and raising output.

A further boost came from the 2019 lifting of the ban on the movement, slaughter, and sale of ruminants in the Upper East Region, which improved market access and local trade. In subsequent years, RFJ expanded with the distribution of improved breeds, sustaining production increases. Concurrently, consumer demand grew for fresh, locally produced meat due to perceptions of higher quality and safety.

Despite a temporary ban in 2023 following an anthrax outbreak in the Upper East Region, which prompted meat safety measures, the overall market volume continued to rise. This underscores the long-term impact of government efforts to develop the livestock sector and reduce reliance on imports.
