Between 2018 and 2019, Ukraine's garlic market volume grew from 190 thousand tons to 220 thousand tons, with production rising from 187 thousand tons to 215 thousand tons. This expansion occurred alongside the implementation of the National Commission for State Regulation of Energy and Utilities (NKREKP) Resolution No. 307 from March 2018, which established new market rules for food products and may have fostered a more structured trading environment.

Market volume stabilized near 220 thousand tons through 2021. The COVID-19 pandemic during this period influenced logistics and consumer habits, potentially supporting demand for storable foods. In 2022, the full-scale war in Ukraine severely disrupted the agricultural sector, leading to a sharp decline in production to 189 thousand tons and market volume to 196 thousand tons. The conflict's impact continued in 2023, with market volume decreasing slightly to 194 thousand tons.

Throughout the period, established national quality standards for fresh garlic, such as DSTU 3233-95, remained in force, providing a consistent regulatory framework for product specifications and state procurements.

Ukraine was among the world's leading garlic producers from 2017 to 2020, ranking 12th globally by production volume.

After two years of growth, Ukraine's garlic production declined slightly. In 2020, the country produced 211.7 K t of garlic, representing a 1.6% decrease compared to 2019. Over the 2017-2020 period, production increased by 13.9%, with a compound annual growth rate (CAGR) of 4.4%. The highest production volume was recorded in 2019 at 215.1 K t, which also saw the largest annual increase of 15.0%.

Ukraine's garlic production value increased for the third consecutive year. In 2020, the output was valued at 406.3 M $ US, marking a solid 13.8% rise compared to the previous year. From 2017 to 2020, production value grew by 31.3%, with a compound annual growth rate (CAGR) of 9.5%.

Exports garlic to Ukraine

The garlic export market showed significant volatility during this period. Volumes reached their lowest point in 2017 and peaked in 2018, with a 2.4-fold difference between these years. In 2020, Ukraine exported 547 t of garlic, a 2.1% increase over the previous year. The largest decline occurred in 2019 at 5.4%, while the largest increase was recorded in 2018 at 137.4%.

From 2017 to 2020, the primary buyers of Ukrainian garlic in volume terms were Latvia (24.8% of exports), Poland (23.9% of exports), and Estonia (16.0% of exports). Together, these three countries accounted for 64.7% of Ukraine's total garlic exports by volume.

The garlic export market exhibited volatility over the observed period. Export values hit their lowest point in 2017 and peaked in 2020, with a 2.6-fold gap between these years. In 2020, Ukraine's garlic exports were valued at 1 050 K $ US, representing an 18.1% year-over-year increase. The largest decline occurred in 2019 at 9.0%, while the largest increase was recorded in 2018 at 146.0%.

From 2017 to 2020, Latvia (22.7% of export value), Poland (19.4% of export value), and Estonia (15.5% of export value) remained the top buyers of Ukrainian garlic by value. Collectively, these three countries accounted for 57.6% of Ukraine's total garlic export value.

Ukraine's garlic imports increased for the third consecutive year. In 2020, the country imported 7 106 t of garlic, which is 33.6% higher than the previous year. Over the 2017-2020 period, imports grew by 183.7%, with a compound annual growth rate (CAGR) of 41.6%.

From 2017 to 2020, China dominated Ukraine's garlic imports by volume, accounting for 71.6% of total imports. The remaining imports were spread across a fragmented group of other markets.

Ukraine's garlic import value increased for the third consecutive year. In 2020, imports totaled 6 643 K $ US, marking a steep 40.1% advance compared to 2019. Over the 2017-2020 period, import value rose by 152.1%, with a compound annual growth rate (CAGR) of 36.1%.
