Earlier Report Observations

The market volume for fuel wood in chips and particles in Western Europe started at 11 887 thousand tons in 2018, supported by government subsidy programs that offset the higher acquisition costs of wood heating systems compared to fossil fuels due to stable wood prices and rising fossil fuel prices. However, the market then contracted to 11 351 thousand tons in 2019 and further to 10 290 thousand tons in 2020.

In 2021, geopolitical conflicts triggered an energy crisis, which sharply increased wood prices through higher roundwood purchase prices and elevated production and labor costs. This price surge led to a significant reduction in market volume, which fell to 8 853 thousand tons.

The market recovered in 2022, reaching 10 554 thousand tons, and continued to grow in 2023 to 11 767 thousand tons, driven by increased demand for sustainable heating solutions and an improved supply situation. In 2024, legislative changes in the Annual Tax Act defined wood chips as subject to a reduced VAT rate when considered an alternative to firewood for consumers, while wood harvesting in Germany declined by 13.3%, affecting raw material availability, and demand remained high due to the ongoing energy crisis.
