Between 2018 and 2024, the Russian fuel wood chips and particles market volume expanded from 5.1 million tonnes to 7.7 million tonnes. The initial growth was driven by increased demand from related industries, particularly the production of wood-based panels like particleboard and fiberboard, which use wood chips as raw material. Concurrently, rising interest in alternative energy sources stimulated the wood pellet market, further pulling demand for fuel wood chips.

A sharp market surge of 26% in 2021, followed by growth to 7.2 million tonnes in 2022, was closely linked to state and industry initiatives promoting alternative energy. These policies supported the production and sales of wood fuel pellets, which in turn boosted consumption of wood chips as feedstock. Investment projects in sawmilling and wood processing continued to elevate the output of fuel and technical chips, reinforcing market supply.

After peaking in 2022, the market volume experienced a minor contraction in 2023 before recovering to 7.7 million tonnes in 2024. Production levels remained resilient, supported by ongoing investments in the forestry sector and stable industrial performance, even as export volumes declined significantly and redirected more supply to the domestic market.

Russia's production of fuel wood in chips and particles grew for the third consecutive year. In 2021, the country produced 14 309 K m³ ub, marking a significant increase of 12.4% compared to the previous year. Over the period from 2018 to 2021, production rose by 32.8%, which translates to an annualized growth rate of 9.9%.

After two years of growth, Russia's exports of fuel wood in chips and particles declined. In 2021, exports amounted to 2 863 K t, representing a measured decrease of 9.9% from the previous year. Between 2018 and 2021, exports increased by 58%, equivalent to an annualized rate of 16.5%. The highest export volume was recorded in 2020 at 3 177 K t, with the largest increase of 35.1% also occurring that year.

From 2018 to 2021, Finland was the dominant buyer of fuel wood in chips and particles from Russia, accounting for 88.9% of total exports in kind, while other countries shared the remaining volume.

Following two years of gains, the value of fuel wood in chips and particles exported from Russia declined. In 2021, export value was recorded at 145.5 M $ US, showing a moderate decrease of 7.5% compared to the previous year. Between 2018 and 2021, exports increased by 55.8%, equating to an annualized growth rate of 15.9%. The peak value was reached in 2020 at 157.3 M $ US, with the largest increase of 33.8% also recorded that year.
