Frozen prepared potatoes market in Hungary

The Hungarian market for frozen prepared potatoes saw its volume rise from 52 319 t in 2018 to 58 151 t in 2021, despite a drop in 2020. Early growth was partly driven by the launch of new quick-frozen vegetable and fruit mixes, which expanded product choice and attracted consumers. In 2021, however, the market encountered regulatory friction as the system for setting reference stocks for price-controlled potatoes did not reflect actual changes in consumer demand and procurement conditions.

From 2022 onward, import volumes of frozen prepared potatoes remained high, peaking at 64 875 t in 2022. This reliance on imports was reinforced by a continued contraction of domestic potato cultivation, with planting area for table potatoes falling below 7 000 hectares. At the same time, consumer preferences shifted toward convenient oven-ready frozen potato products, such as pre-cooked and pre-fried variants that require no added oil, stimulating demand. European market oversupply and lower potato prices in 2024 further supported import growth.

By 2025, the frozen potato segment had expanded considerably, with consumption of frozen potatoes growing 160% between 2010 and 2024. Nevertheless, the market was characterized by overproduction and subdued free-market demand, which kept producer prices under pressure. Hungarian producers faced the need to adopt strict cost control and engage in processing contracts to compete effectively within the EU, where frozen potato product capacity reached about 7.5 million tonnes annually.

Hungary's production of frozen prepared potatoes declined for the second consecutive year. In 2021, output was valued at 58.9 K $ US, marking a significant 14.0% decrease compared to 2020. Production peaked in 2019 at 188.1 K $ US, then fell sharply by 63.6% in 2020 before rising by 10.2% in 2019. Overall, between 2018 and 2021, production decreased by 65.5%, which translates to an annualized decline of 29.9%.

In 2021, Hungary produced 127.0 t of frozen prepared potatoes, representing a moderate 7.3% reduction from the previous year. Production saw its largest decline in 2019, dropping by 19.0%, while it increased slightly by 0.7% in 2020. From 2018 to 2021, overall production decreased by 24.4%, with an annualized rate of decline of 8.9%.

Hungary's exports of frozen prepared potatoes showed noticeable fluctuations during the period. Exports reached a low of 298 t in 2020, then surged to 719 t in 2021, a 140.9% increase from the prior year. The largest decline occurred in 2020, falling by 47.6%. Overall, exports varied by a factor of 2.4 between the low in 2020 and the high in 2021.

From 2018 to 2021, Romania, Austria, and Slovakia were the three largest markets for Hungary's exports of frozen prepared potatoes in kind, collectively accounting for 90.8% of total export flows.

Hungary's frozen prepared potato exports exhibited volatility over the observed period. Exports hit a trough of 385 K $ US in 2020, then peaked at 1 177 K $ US in 2021, a sharp 205.7% year-on-year increase. The largest decline was recorded in 2020, dropping by 49.5%. Overall, exports showed a 3.1-fold gap between the low in 2020 and the high in 2021.

Throughout 2018–2021, Romania, Austria, and Slovakia were the key partners for Hungary's frozen prepared potato exports in value terms. Romania accounted for 37.1% of exports, Austria for 28.7%, and Slovakia for 22.3%, together making up 88.1% of total export flows.

In 2021, Hungary's imports of frozen prepared potatoes reached 58 742 t, a 10.7% increase from the previous year. Imports saw their largest decline in 2020, falling by 7.5%. Over the period from 2018 to 2021, imports grew by 11.7%, with a compound annual growth rate (CAGR) of 3.8%.

From 2018 to 2021, the Netherlands, Poland, and Belgium were the principal suppliers of frozen prepared potatoes to Hungary in kind. The Netherlands accounted for 30.2% of imports, Poland for 26.8%, and Belgium for 20.0%, jointly representing 77.0% of total imports in kind.

Over 2018–2021, the Netherlands, Poland, and Belgium were the main suppliers of frozen prepared potatoes to Hungary in value terms. The Netherlands contributed 31.8% of imports, Poland 27.4%, and Belgium 15.7%, together comprising 74.9% of total imports in value terms.
