Earlier Report Observations

The volume of fresh grapes traded in the Czech Republic fluctuated considerably between 2018 and 2023. Starting at 154.6 thousand tonnes in 2018, the market contracted to 112.7 thousand tonnes in 2019, partially recovered to peak at 137.3 thousand tonnes in 2021, then fell again to 115.9 thousand tonnes by 2023. EU Regulation 2018/273, which introduced mandatory accompanying documents and registration for fresh grape shipments, took effect in 2018, establishing a new framework for production and distribution.

Czech production followed a similar pattern, dropping from 103.7 thousand tonnes to 68.0 thousand tonnes in 2019 before stabilizing near 90 thousand tonnes from 2020 to 2022. Output then decreased to 77.0 thousand tonnes in 2023. A major legislative shift occurred in 2022 with the amendment of the Significant Market Power Act (Act 359/2022). This reform extended unfair trading practice rules to retailers with an annual turnover above €2 million and incorporated EU-mandated transparency requirements into contracts between grape growers and buyers, altering the bargaining landscape during this volatile period.

Further administrative changes included the repeal of Decree 157/2003 on fresh produce labeling in early 2022 and updated State Agricultural and Food Inspection Authority (SZPI) procedures for wine product registers and electronic documentation under EU Regulation 2022/1636. Implemented fully by 2023, these steps simplified paperwork while tightening traceability requirements for grape origin and variety, influencing supply chain operations.
