Earlier Report Observations
The market for flour or powder of dried legumes in Indonesia showed growth from 1 573 metric tons in 2018 to 1 937 metric tons in 2021, supported by government policies promoting food diversification based on local resources. The Presidential Regulation No. 22 of 2009 accelerated the shift towards local flour alternatives, including legume-based products. In 2020, BPOM regulations on food additive standards and safety enhanced consumer confidence, contributing to a market expansion. The following year, the mandatory Indonesian National Standard (SNI) for wheat flour and continued support for local flour production, such as modified cassava flour, further stimulated demand for alternative flours like those from legumes.
Market volume dropped sharply to 1 324 metric tons in 2022, driven by increased consumption of wheat flour during Ramadan and Lebaran, which intensified competition. Indonesia's high dependence on wheat imports also made wheat flour more accessible, reducing demand for legume-based flour. Recovery followed in 2023, with volume reaching 1 709 metric tons, aided by the socialization of food safety regulations and the establishment of quality standards for local food products under Badan Pangan Nasional Regulation No. 13 of 2024, which specifically included legume flours.
In subsequent years, the regulatory framework continued to evolve, with updates to mandatory SNI requirements for wheat flour and ongoing efforts to diversify food consumption. These measures sustained the market for legume flour as part of Indonesia's strategy to reduce import dependency and strengthen national food security.
