Production of exercise books in Russia increased from 110.3 тыс. т in 2018 to 178.6 тыс. т in 2022. This expansion was supported by government procurement and policies favoring domestic manufacturers, which attracted new players and broadened product assortments. The rollout of the mandatory "Honest SIGN" labeling system in 2020 tightened control over imports, further consolidating local production. A significant boost came in 2021 with a one-time state payment for school preparation, which spurred domestic demand, while major manufacturers simultaneously invested in expanding their production capacity.

After reaching a high in 2022, output contracted to 157.9 тыс. т in 2023 and 150.0 тыс. т in 2024. This decline was primarily driven by the accelerated digitalization of education and the growth of online learning, which reduced demand for physical exercise books. The market was also pressured by rising raw material costs and the implementation of stricter environmental requirements for products. By 2025, production stabilized at 150.5 тыс. т as the industry adjusted to these persistent market shifts.

In 2021, Russia produced 1,366 million units of exercise books, representing a significant 25.0% increase compared to 2020. Over the period from 2018 to 2021, production grew by 31.3%, with an average annual growth rate of 9.5%. The only decline during this period occurred in 2020, when production fell by 1.3%.

Exports exercise books from Russia

Cross-border shipments of exercise books from Russia declined for the second consecutive year. In 2021, export volume reached 8,449 tonnes, down 1.4% from the previous year. Over the 2018-2021 period, exports increased by 4.9%, with an average annual growth rate of 1.6%. The highest export volume was recorded in 2019 at 9,569 tonnes, which represented an 18.8% increase from the previous year. In 2020, exports fell by 10.4%, marking the largest decline during this period.

From 2018 to 2021, Kazakhstan, Belarus, and Kyrgyzstan were the largest contributors to Russia's exercise book exports in volume terms. Kazakhstan accounted for 30.4% of exports, Belarus for 18.2%, and Kyrgyzstan for 16.3%. Together, these three countries represented 65.0% of total export flows.

In 2021, the value of exercise books exported from Russia reached $12.257 million, showing a substantial 12.8% improvement compared to 2020. Between 2018 and 2021, export value increased by 4%, equivalent to an annualized growth rate of 1.3%. The highest value was recorded in 2019 at $13.410 million, which represented a 13.8% increase from the previous year. In 2020, export value fell to $10.871 million, marking both the minimum value and the largest decline of 18.9% during this period.

During the 2018-2021 period, three main markets—Kazakhstan, Belarus, and Kyrgyzstan—together absorbed 66.6% of the total value of exercise book exports from Russia.

In 2021, Russia imported 1,661 tonnes of exercise books, which is 10.2% higher than the previous year. The highest import volume during the 2018-2021 period was recorded in 2019 at 1,796 tonnes. In 2020, imports fell to 1,506 tonnes, marking both the minimum volume and the largest decline of 16.1%.

After two years of contraction, exercise book imports to Russia increased in 2021. Import value totaled $3.617 million, indicating a steep 27.4% uptick compared to the previous year. Between 2018 and 2021, import value increased by 3.7%, equating to an annualized growth rate of 1.2%. The lowest value was recorded in 2020 at $2.839 million, which represented a 13.7% decline from the previous year.

During the 2018-2021 period, Belarus and China remained the main sources for Russia's exercise book imports in value terms, jointly accounting for 94.5% of total import flows. Other partners formed the remaining share.
