From 2018 to 2020, the Senegalese market for fresh edible brassicas expanded rapidly, with volume rising from 76 thousand tons to over 158 thousand tons. This growth was supported by the government's dedicated horticultural development policy, established in 2018, which included creating a Directorate of Horticulture to promote diversified vegetable production in key regions like the Niayes zone.

After 2020, market growth slowed and volume stabilized around 160 thousand tons. The quality of local produce, including cabbage, was enhanced by artisanal and semi-industrial enterprises, helping to maintain consumer confidence. In 2023, the government prepared a National Food Sovereignty Strategy for 2024-2028, emphasizing resilience to international shocks such as the Russia-Ukraine war and reinforcing local fruit and vegetable production.

In 2024, state support for the horticultural campaign contributed to a record output of fruits and vegetables across the sector. Measures included improving governance, access to finance, digitalization, and strengthening cooperatives. Price control regulations were also introduced to protect consumers, although challenges in storage and distribution persisted.
