From 2018 to 2020, the market for fresh edible brassicas in Russia expanded from 2.64 million tons to 2.74 million tons, despite a minor dip in 2020. The initial growth was fueled by the continued effect of the 2014 state embargo on imports of fresh vegetables, which encouraged import substitution and boosted domestic production. In 2019, rising demand for cheaper vegetables, including cabbage, due to inflation on non-seasonal crops, provided additional momentum. The market then contracted slightly to 2.74 million tons in 2020 as pandemic-related restrictions hampered the HoReCa and food service sectors.
A sharp downturn followed in 2021, with market volume falling 17% to 2.27 million tons and production dropping to 2.20 million tons. Recovery commenced in 2022 as the market grew 11% to 2.52 million tons, driven by the introduction of new import restrictions on vegetables under category 07, which further promoted import substitution. This period also saw the entry of new domestic players into the chilled and frozen vegetable segment. Growth continued into 2023, with the market reaching 2.74 million tons, supported by the strengthening of greenhouse production enabling year-round harvests.
