Earlier Report Observations

From 2018 to 2021, production of fresh leguminous vegetables in Russia grew from 80.2 thousand tons to 138.3 thousand tons, while the market volume expanded from 80.8 thousand tons to 138.9 thousand tons. This growth was driven by the state agricultural development program for 2017-2030, which stimulated investments in vegetable growing, including leguminous crops, aiming to boost production and import substitution. The entry of new large vegetable processing enterprises expanded production capacity. In 2020, the COVID-19 pandemic caused logistics disruptions, increasing reliance on domestic production and prompting further investment in greenhouse vegetable farming. By 2021, continued import substitution policies, reinforced by sanctions, and the launch of new processing facilities sustained the upward trend.

After peaking in 2021, production declined to 129.1 thousand tons in 2022 and 123.2 thousand tons in 2023, with the market volume falling to 131.7 thousand tons and 121.4 thousand tons respectively. The tightening of migration policy in 2022 created difficulties for labor-intensive harvesting of leguminous vegetables, leading to reduced output. The introduction of new labeling and traceability requirements for vegetable products within the EAEU may have also temporarily affected the market. The downturn continued into 2023, reflecting ongoing challenges in the segment.
