Production of cottonseed oil-cake in Uzbekistan stood at 814 thousand tons in 2018, benefitting from the exemption of cottonseed oil from excise tax and the shift to exchange trading for oil-cake and husk. Output then decreased to 760 thousand tons in 2019 before recovering to 861 thousand tons in 2020, supported by government decrees urging maximum use of domestic raw materials and price stabilization.

The market contracted from 2021 onward. Production dropped to 754 thousand tons in 2021, the same year that export duties were introduced on cottonseed oil and seeds. In 2022, a ban on exports of cottonseed oil and seeds came into force, and the state-owned Uzbekpakhaye became the monopoly domestic buyer of cottonseed oil, contributing to a further decline in production to 650 thousand tons. By 2023, production plummeted to 457 thousand tons, while imports increased to 19 thousand tons, reflecting growing procurement from Kazakhstan where Uzbek entrepreneurs have invested in oilseed processing plants.

Following a two-year decline, cottonseed oil-cake production in Uzbekistan rebounded in 2020. The country produced 860.8 K t that year, marking a significant 13.2% increase compared to 2019. Over the period from 2017 to 2020, overall production decreased by 7.2%, which translates to an average annual decline of 2.5%. The lowest production level was recorded in 2019 at 760.4 K t, while the sharpest drop occurred in 2018 with a 12.3% decrease.
