This expansion was primarily driven by state-owned SODECOTON's investments in ginning and crushing capacity, including plans for a tenth ginning plant to process 315 000 tons of cottonseed annually. After a slight stabilization to 95.6 thousand tons in 2022, the market resumed growth, reaching 100.9 thousand tons in 2023. SODECOTON's continued increase in cottonseed output—which rose to 370 000 tons in the 2021-2022 season—supported overall volumes. Enhanced collaboration with the National Cotton and Hemp Center to improve storage logistics and the role of subsidiaries like NEWCO in distribution contributed to market resilience.

Throughout the period, SODECOTON's long-term strategy to boost cottonseed production to 600 000 tons by 2025 underpin the upward trend in oil-cake supply. While factors such as outdated equipment and power deficits posed challenges, the expansion of processing capacity directly translated into larger market volumes.
