A recovery followed, with the market expanding to 166.8 thousand tonnes in 2021 and reaching 169.6 thousand tonnes in 2022, before contracting to 164.6 thousand tonnes in 2023.

These movements were driven by changes in domestic production and import levels. Production fell from 134.0 thousand tonnes in 2018 to 126.0 thousand tonnes in 2019, then rebounded to 144.5 thousand tonnes in 2021, which supported market growth. Imports, after peaking at 37.0 thousand tonnes in 2019, dropped sharply to 23.5 thousand tonnes in 2021, offsetting some of the production gain. Exports remained minimal throughout the period, declining from 1.7 thousand tonnes in 2018 to 0.9 thousand tonnes in 2023.
