Earlier Report Observations

Between 2018 and 2019, production of concentrated or sweetened milk and cream in Kyrgyzstan increased from 67 244 t to 82 482 t, with the market volume rising from 64 033 t to 78 373 t. This growth was supported by the postponement of the new EAEU technical regulation for Kazakhstan and Kyrgyzstan, which eased compliance requirements for dairy safety and labeling. Stable raw milk production in Kyrgyzstan, at around 1.446 million tons, provided a solid feedstock base for processing.

Output and market volume fell sharply in 2020 and 2021, reaching 52 220 t and 51 000 t in production, and 48 958 t and 45 414 t in market size, respectively. The decline in 2021 coincided with the introduction of mandatory EAEU-wide labeling for milk and cream from January 20, 2021, which increased packaging and traceability obligations for producers, temporarily disrupting supply.

A strong recovery followed in 2022, as production rebounded to 74 445 t and market volume reached 72 813 t. This turnaround was driven by higher raw milk output in Kyrgyzstan, which grew to 1.734 million tons, and inspections by Russia's veterinary service that improved access to the Russian export market. In 2023, production moderated slightly to 67 869 t, with the market volume settling at 66 310 t.

Kyrgyzstan's production of concentrated or sweetened milk and cream has declined for the second year in a row. In 2021, the country produced 51 000 tonnes, showing a slight decrease of 2.3% compared to the previous year. The highest production level was recorded in 2019 at 82 482 tonnes, marking a significant increase of 22.7% that year. However, the largest drop occurred in 2020, with a sharp decline of 36.7%.
