In 2022 and 2023, a decline in milk production constrained domestic supply. Persistent uncertainty from zoonotic crises, raw material price volatility, adverse weather conditions, and international conflicts such as the war in Ukraine contributed to higher imports, which reached $312.6 million in 2023. Exports fell to $135.6 million in 2022 before partially recovering to $171.1 million in 2023.

By 2024, milk deliveries had recovered, supported by significant investments from major players like Nestlé and Lactalis in upgrading production facilities. Growing demand for concentrated milk from the bakery and confectionery sectors, along with new QR and barcode labeling rules introduced in June 2024, further influenced market dynamics. Imports decreased to $273.3 million, while exports stabilized at $165.7 million.
