From 2018, the Gabonese cocoa bean market was shaped by the state-owned Caisse Cacao/Café, which held a monopoly on commercialization. This structure aimed to diversify international outlets and stabilize purchase prices for producers. Its activity led to significant exports of 45 tons in 2019 and 41 tons in 2020, which reduced domestic market volume to around 55-60 tons during those years, despite stable production of 100 tons.

Exports ceased after 2020, allowing the market volume to rebound to 100 tons by 2021. This recovery aligned with the ongoing agricultural development strategies under the Emerging Gabon Strategic Plan (PSGE), which focused on revitalizing the production of cash crops like cocoa and improving farmer incomes. The framework provided consistent support for local production throughout 2022.

In 2023, market volume saw a minor increase to 101 tons, supported by a small import. During this period, the government implemented programs such as the Agricultural Program for Food Security and Growth (PASAC) to boost local output and reduce import dependency. By 2024, further regulatory steps were taken with the creation of the Gabonese Food Safety Agency (AGASA) to control food imports and exports, and a partnership with the FAO was established to enhance post-harvest management and commercialization within the cocoa value chain.
