This contraction was driven by regulatory measures and the mass closure of polluting industrial facilities, as the government enforced stricter environmental standards and signed compliance agreements with large companies. Despite the falling volume, the market value rose by 18% to $822.2 million in 2022, due to the European energy crisis and the shift away from Russian gas, which sharply increased coal demand and prices.

The Hungarian government's decision to extend the operation of the Mátrai power plant beyond 2025 underscores coal's ongoing role in the national energy mix. Additionally, the introduction of the Electronic Road Traffic Control System (EKÁER) simplified coal transportation logistics. Hungarian coal production has declined for the third year in a row. In 2021, Hungary produced 4 987 K t of coal, representing an 18.5% decrease compared to the previous year. From 2018 to 2021, production fell by 36.9%, with an average annual decline of 14.2%.

After a two-year decline, Hungary's coal import value increased in 2021. Imports amounted to 230.1 M $ US, which is 30.5% higher year-over-year. Between 2018 and 2021, import value decreased by 25.4%, equating to an average annual decline of 9.3%. The minimum value was recorded in 2020 at 176.3 M $ US, with the largest decline that year at 37.5%.

From 2018 to 2021, the United States (47.7% of import value), Czechia (17.1% of import value), and Russia (14.3% of import value) remained the principal suppliers of coal to Hungary, jointly accounting for 79.2% of total import value.
