The country's role as a leading African producer supported regional trade, but in 2019 a 52% surge in cereal export prices redirected supply abroad, reducing domestic availability. Global demand for cereal germ further incentivized exports in 2021, when Uganda accounted for 0.377% of world exports, contributing to another contraction in home market volume.

Market volume rebounded to 157.8 thousand tons in 2022 before easing to 138.5 thousand tons in 2023. During this period, the sector saw significant investment as Export Trading Group secured a $394 million loan to expand grain value chains. Concurrently, cross-border infrastructure upgrades, including the Lwakhakha One Stop Border Post, improved market access, facilitating higher export shipments which reached 107.3 thousand tons in 2023 and tempered domestic supply.
