Earlier Report Observations

Production of fresh, chilled, frozen, or dried cassava in Indonesia showed a general increase from 16 119 thousand tons in 2018 to 17 213 thousand tons in 2023. The most notable growth occurred in 2021, when output jumped by over 7% to 17 492 thousand tons. This rise was primarily driven by the national food diversification program, which promoted cassava as an alternative staple for food security, and the adoption of integrated farming and agricultural mechanization to improve efficiency.

The development of frozen cassava exports supported market demand. In 2020, exports of frozen cassava reached USD 9.7 million, boosted by HACCP certification that enhanced global market access. Small and medium enterprises like CV Nusantara Jaya Food expanded their production capacity and exports by 100% after implementing HACCP, creating additional demand for raw cassava.

Policy measures influenced the market throughout the period. Cassava farmers faced challenges due to the absence of fertilizer subsidies since 2019. However, the Ministry of Agriculture proposed including cassava in the subsidized fertilizer program starting January 2025. In 2024, the National Food Agency issued new regulations on maximum pesticide residues in fresh plant-based foods, including cassava. Consumer behavior also shifted towards dietary diversification, with increased consumption of cassava as a rice alternative.
