Earlier Report Observations

From 2018 to 2020, the CIS casein market expanded from 13.8 thousand tons to 16.2 thousand tons, peaking at 16.5 thousand tons in 2019. This growth was supported by strong import volumes and the initial development of domestic production. However, from 2020 onward, sanctions and import restrictions began to reduce import flows, while simultaneously encouraging import substitution, which helped maintain production levels.

Between 2021 and 2023, market volume contracted to 12.6 thousand tons, primarily due to a sharp drop in imports from 6.3 thousand tons to 1.6 thousand tons. Sanctions and trade barriers continued to limit supply from abroad, spurring investment in local manufacturing and the entry of new players. Despite the overall market decline, domestic production increased, and construction of new deep-processing milk plants started, laying the groundwork for future capacity.

In 2024, while full market size data is not available, imports showed a partial recovery to 2.4 thousand tons, and exports surged to 3.1 thousand tons. This reflects ongoing shifts in the market structure, with domestic production facing raw material shortages but benefiting from import-substitution programs and the expansion of processing facilities.
