Earlier Report Observations

From 2018 to 2023, the market for fresh or chilled capsicum and pimenta fruits in Uzbekistan experienced several shifts in volume, influenced by regulatory changes and export dynamics. In 2018 and 2019, the market remained stable, supported by a presidential decree aimed at stimulating the export potential of domestic producers. The exclusion of refrigeration and freezing equipment from excise duties in 2019 likely lowered storage costs, helping to maintain the supply of fresh produce on the domestic market.

A significant contraction occurred in 2020, when market volume dropped to 56 600 t. This was primarily driven by a sharp increase in exports, which reached 12 128 t, coupled with a complete halt in imports. The adoption of the Agriculture Development Strategy for 2020-2030 and a localization program for products in demand aimed to support domestic producers during this period. The market rebounded strongly in 2021, reaching 66 057 t. This recovery was aided by the continued implementation of the agricultural strategy, focusing on improving the quality and volume of production, and was further facilitated by a substantial reduction in export volumes that year, leaving more produce available domestically.

The market volume declined again in 2022 and 2023. A presidential decree amending tax and customs legislation in 2022, which introduced benefits for agricultural producers, coincided with renewed growth in exports. In 2023, a government resolution to improve industrial zones and support young entrepreneurs, alongside reported growth in fruit and vegetable exports, continued to shape the market, with export volumes remaining high and contributing to a reduction in domestic supply.
