Between 2018 and 2019, the Russian cabbage market volume grew from 2.59 million tons to 2.75 million tons, supported by increased imports from China, Uzbekistan, and Iran. The COVID-19 pandemic in 2020 disrupted logistics and contributed to a slight market contraction to 2.71 million tons.

A sharp 17% market decline followed in 2021, with volume falling to 2.24 million tons. This drop was directly caused by a 15.8% reduction in cultivation area and a corresponding fall in the domestic harvest, which led to supply shortages and a steep rise in retail prices.

The market recovered in 2022 and 2023, reaching 2.68 million tons. This rebound was driven by higher imports, facilitated by the temporary cancellation of import duties in late 2022, alongside increased output from domestic processing facilities, even amid high inflation and geopolitical tensions.

Cabbage production in Russia grew for the second year in a row. In 2020, Russia produced 2 630 K t of cabbages, showing minimal change from the previous year. Over the 2017-2020 period, production declined by 2.1%, with a compound annual growth rate of 0.7%. The lowest production level was in 2018 at 2 496 K t, which also saw the largest decrease of 7.1%. In contrast, 2019 recorded the highest increase at 5.1%.

In 2020, the value of cabbage output in Russia was 357.5 M $ US, reflecting a significant contraction of 21.2% from the prior year. From 2017 to 2020, production value fell by 8.2%, translating to an annualized rate of 2.8%. The peak value occurred in 2019 at 453.6 M $ US, which also experienced the largest increase of 22.4%.

However, over the 2017-2020 period, exports decreased by 11.4%, with a compound annual growth rate of 4.0%. The lowest export volume was in 2019 at 12.6 K t, which saw the largest decline of 27.9%, while the highest was in 2018 at 17.5 K t.

From 2017 to 2020, Ukraine was the dominant buyer of Russian cabbages, accounting for 92.9% of total exports in volume.

Russia's cabbage exports in value terms declined for the second consecutive year. In 2020, exports amounted to 2 078 K $ US, representing a modest drop of 4.7% compared to the previous year. Between 2017 and 2020, export value decreased by 16.9%, equating to an annualized rate of 6.0%. The highest value was recorded in 2018 at 2 596 K $ US, which also saw the largest increase of 3.9%, while 2019 experienced the largest decline of 16.0%.

From 2017 to 2020, Ukraine clearly led as the top buyer of Russian cabbages in value terms, capturing 92.6% of total exports.

In 2020, Russia's cabbage imports from abroad totaled 92.1 K t, which is 35.4% lower than in 2019. Over the 2017-2020 period, imports decreased by 26.4%, with an annualized rate of 9.7%. The highest import volume was in 2019 at 142.6 K t, which also recorded the largest increase of 25.8%.

From 2017 to 2020, China, Uzbekistan, and Belarus were the leading sources of cabbage imports to Russia in volume, accounting for 43.4%, 17.6%, and 11.9% of imports, respectively. Together, they represented 72.9% of total import flows.
