The cabbage market volume in ECOWAS grew from 510 thousand tonnes in 2018 to 962 thousand tonnes in 2023, nearly doubling over six years. Production expanded steadily, except for a modest dip in 2021, against a backdrop where cabbage, though considered a marginal crop in countries like Côte d'Ivoire, could be grown nationwide and year-round, providing flexibility for area expansion.

By 2024, in Senegal – a key producer – the horticultural campaign reached a record output of 2.6 million tonnes of fruits and vegetables, including cabbage. The government allocated a historic budget of 120 billion CFA francs to support agriculture, improving access to inputs. However, the abundance led to price drops; in Dakar, cabbage prices fell from 1,000 to 650-700 CFA francs per kilogram, and post-harvest losses emerged, highlighting coordination challenges in distribution.

ECOWAS has seen its cabbage production increase for the third consecutive year. In 2020, the region produced 795.3 thousand tonnes of cabbages, marking a 33.0% increase from 2019. Between 2017 and 2020, production grew by 63.3%, which translates to an annualized growth rate of 17.7%.

Exports cabbages from ECOWAS

The market exhibited volatility during the observed period. Exports reached their lowest point in 2017 and peaked in 2019, with a 3.6-fold difference between these years. In 2020, ECOWAS exported 16.0 tonnes of cabbages, representing a 64.4% decrease compared to the previous year. The highest export volume was recorded in 2019 at 44.8 tonnes, while the largest year-on-year increase occurred in 2018 at 234.1%.

From 2017 to 2020, ECOWAS traded cabbages with numerous countries. Even the top three destinations—the United States, France, and Canada—collectively accounted for only 20.5% of total exports in volume.

The data shows irregular fluctuations, indicating a volatile market environment. Export values varied 3.7 times, from the low in 2017 to the high in 2019. In 2020, ECOWAS's cabbage exports were valued at 23.7 thousand US dollars, down 72.7% from 2019. The peak value was recorded in 2019 at 86.8 thousand US dollars, with the largest year-on-year increase also occurring in 2019 at 169.4%.

Imports cabbages to ECOWAS

Following a two-year rise, ECOWAS's cabbage imports declined. In 2020, import volume amounted to 859.1 tonnes, reflecting a significant 13.8% reduction compared to the previous year. Over the period from 2017 to 2020, imports increased by 29.7%, with a compound annual growth rate of 9.0%. The highest import volume was recorded in 2019 at 997.1 tonnes, and the largest year-on-year increase also occurred in 2019 at 32.9%.

Analysis of import volumes from 2017 to 2020 reveals a broad distribution across many markets. Portugal (5.0% of imports), Morocco (4.3%), and Spain (4.2%) together accounted for only 13.5% of total flows, with the remaining 86.5% coming from other trading partners.

After two years of growth, ECOWAS's cabbage imports declined. In 2020, imports reached 668.9 thousand US dollars, which is 21.2% lower than the previous year. From 2017 to 2020, imports increased by 5.8%, with a compound annual growth rate of 1.9%. The peak import value was recorded in 2019 at 849.3 thousand US dollars, and the largest year-on-year increase also occurred in 2019 at 22.7%.

From 2017 to 2020, France (18.8% of imports in value), the Netherlands (16.9%), and Portugal (16.2%) were the main suppliers of cabbages to ECOWAS, together comprising 51.9% of total import value.
