Earlier Report Observations

From 2018 to 2023, the Angolan market for butter, dairy spreads, and milk fats contracted overall, falling from 2 778 tons to 1 849 tons. Domestic production gradually declined from 1 216 tons to 1 126 tons over the same period. Imports, which strongly influence total supply, dropped from 1 578 tons in 2018 to 848 tons in 2023, with a notable exception in 2021.

The year 2021 stood out with imports surging to 2 002 tons, driving the market size to a peak of 3 059 tons. This spike in imports temporarily reversed the downward trend, though the market returned to lower volumes in the following years.

In 2024, several developments occurred in the sector. Lactingol launched the country's first major dairy processing line for butter, yogurts, and juices, representing a $27 million investment. New street trading regulations were introduced via Presidential Decree No. 111/24, affecting the distribution of butter, margarine, and edible oils. Additionally, labeling rules for margarine and fat emulsions were enforced, requiring adjustments for products of plant and animal origin.
