Between 2018 and 2020, broken rice production in Nepal was impacted by climate change, including higher night temperatures and variable monsoon rainfall that lowered yields. Limited farmer access to quality seeds, with a seed replacement rate below 10%, further restrained output, contributing to a production decline in 2019. The gradual development of regulatory frameworks for seed quality control and marketing helped support a recovery in production by 2020. Market volume reached 343 thousand tonnes that year as imports more than doubled to 72.9 thousand tonnes, indicating strong domestic demand.

From 2021 to 2023, production levels fluctuated. Water scarcity and falling groundwater tables, especially in eastern Terai regions, reduced rice cultivation area and contributed to a drop in output in 2022. Concurrent pest and disease pressures also affected yields. Efforts to conserve rice genetic diversity through community seed banks provided some underlying stability. By 2023, imports had fallen to zero, bringing total market volume down to 272.8 thousand tonnes, matching domestic production.

In 2020, Nepal produced 270.0 thousand tons of broken rice, representing a 7.4% increase compared to the previous year. Over the period from 2017 to 2020, production grew by 17.8%, which translates to an average annual growth rate of 5.6%. The largest decline occurred in 2019, with a drop of 6.7%, while the most significant increase was recorded in 2018, at 17.6%.
