Between 2018 and 2020, the Russian market for bread, pastry, cakes, biscuits and bakers’ wares contracted from 8.3 million tons to 7.9 million tons. This decline was driven by changing consumer habits, including a reduction in per capita bread consumption and a shift toward cheaper product segments. Simultaneously, the market began pivoting to higher-value items such as frozen semi-finished products and long-life baked goods, which supported monetary turnover even as physical volumes fell.

In 2021, following a 15% increase in producer prices, market volume edged up to 8.1 million tons. The main growth driver was the rapid expansion of long-life and frozen bakery segments, whose production had multiplied since 2017. By 2022, although total market volume dipped slightly to 8.0 million tons, structural transformation accelerated: output of long-life products rose 91% from 2017 levels, while frozen semi-finished output grew sixfold. These changes reflected evolving consumer demand for convenient, shelf-stable items and the spread of chain bakeries and in-store bakery departments.

Market volume continued to recover in 2023–2024, reaching 8.2 million tons in 2024. Production remained robust, climbing to 8.4 million tons in 2024. For 2025, production data indicate an output of 8.2 million tons, mirroring the 2022 level. Throughout the period, initiatives like the 2022 “Rural Bread Baking” pilot project aimed at strengthening local production in remote regions underscored the industry’s ongoing adaptation to regional needs.

After two years of decline, Russia's production of bread, pastry, cakes, biscuits, and bakers' wares increased in 2021. The country produced 8 190 K t, up 1.5% from 2020. Production had reached its lowest point in 2020 at 8 068 K t, following the largest decline of 2.8% that year.

Russia's exports of bread, pastry, cakes, biscuits, and bakers' wares grew for the third consecutive year in 2021, reaching 319.3 K t, a moderate increase of 9.9% year-over-year. From 2018 to 2021, exports rose by 39.3%, averaging an annual growth rate of 11.7%.

From 2018 to 2021, Kazakhstan, Belarus, and Kyrgyzstan were the primary buyers of Russia's bread, pastry, cakes, biscuits, and bakers' wares in volume terms. Kazakhstan accounted for 33.4% of exports, Belarus for 20.6%, and Kyrgyzstan for 7.5%, together making up 61.5% of total exports.

Russia's export value of bread, pastry, cakes, biscuits, and bakers' wares increased for the third year in a row in 2021, totaling 556.0 M $ US, a strong rise of 23.6% compared to the previous year. Between 2018 and 2021, exports grew by 50.6%, with an annualized rate of 14.6%.

In value terms from 2018 to 2021, Kazakhstan, Belarus, and Kyrgyzstan held the largest shares of Russia's exports of bread, pastry, cakes, biscuits, and bakers' wares. Kazakhstan contributed 32.6%, Belarus 20.4%, and Kyrgyzstan 6.9%, collectively accounting for 59.9% of total export value.
