Between 2018 and 2020, the uncooked pasta market in Russia expanded, rising from 1.44 million tons to nearly 1.49 million tons. This growth was primarily fueled by a sustained consumer preference for higher-quality pasta made from durum wheat and a surge in at-home consumption during the COVID-19 pandemic, which significantly boosted domestic demand.

A shortage of durum wheat and rising raw material prices led to a slight contraction in the market in 2021. However, the market volume jumped sharply in 2022, reaching 1.57 million tons. This spike was driven by a sharp decline in imports from Western countries following geopolitical sanctions and a concurrent rise in domestic demand as consumers sought affordable staple foods amid economic pressures. Major producers also expanded their capacities and increased exports to CIS countries during this period.

After the 2022 peak, the market corrected slightly in 2023 but remained at a historically high level, with manufacturers focusing on the domestic market and packaged durum wheat products. In 2024, production continued to grow, supported by the implementation of new labeling standards and persistent consumer interest in quality pasta, bringing the market volume to 1.52 million tons.

Following two years of growth, Russia's production of uncooked pasta declined. In 2021, output reached 1 454 thousand tonnes, down 1.3% year-on-year. Over the 2018-2021 period, production increased by 2.7%, with a compound annual growth rate of 0.9%. The peak was recorded in 2020 at 1 472 thousand tonnes, which also saw the largest annual increase of 2.6%.

After two years of growth, Russia's exports of uncooked pasta decreased. In 2021, exports totalled 35 395 tonnes, a drop of 0.7% from the previous year. Between 2018 and 2021, exports rose by 32.1%, equivalent to an annualized rate of 9.7%. The highest level was in 2020 at 35 641 tonnes, which also experienced the largest annual increase of 18.0%.

From 2018 to 2021, the largest buyers of uncooked pasta from Russia were Belarus, accounting for 35.7% of exports in volume, Kazakhstan at 18.4%, and Uzbekistan at 7.4%. Together, these three countries made up 61.5% of Russia's total exports in volume.

Russia's exports of uncooked pasta in value terms grew for the third consecutive year. In 2021, export value reached 28 840 thousand US dollars, a significant increase of 16.5% compared to 2020. Over the 2018-2021 period, exports rose by 56%, with an annualized growth rate of 16.0%.

Between 2018 and 2021, Belarus, Kazakhstan, and Uzbekistan were the leading destinations for Russia's uncooked pasta exports in value terms. Belarus accounted for 38.0% of export value, Kazakhstan for 19.7%, and Uzbekistan for 8.9%, together representing 66.6% of total export flows.

Russia's imports of uncooked pasta in volume terms fell for the third year in a row. In 2021, imports stood at 46 898 tonnes, a sharp decrease of 17.1% from the previous year. From 2018 to 2021, imports dropped by 20.3%, corresponding to an annualized decline of 7.3%.

From 2018 to 2021, the main sources of uncooked pasta imports to Russia in volume terms were Italy, Kazakhstan, and China. Italy contributed 53.9% of imports, Kazakhstan 17.1%, and China 15.8%, together accounting for 86.7% of total import flows.

Russia's imports of uncooked pasta in value terms increased for the second consecutive year. In 2021, import value was 68 080 thousand US dollars, showing little change from the previous year. The lowest value was recorded in 2019 at 66 873 thousand US dollars, which saw the largest annual decline of 1.8%. In contrast, 2020 had the largest increase of 1.7%.

Throughout 2018-2021, Italy, China, and Kazakhstan dominated Russia's imports of uncooked pasta in value terms, collectively representing 87.5% of total import flows.
