At the start of the period, Namibia was a net exporter of beef, sheep, and goat fats, with a significant portion of live animals and products shipped abroad, primarily to South Africa. A reported 80% decline in abattoir throughput between 2016 and 2021, linked to rigid pricing and lower ox production, continued to constrain processing capacity, influencing domestic availability. By 2020, a sharp drop in exports led to a larger domestic market volume of 2 871 t, even as production eased.
Prices for oils and fats rose by 17.7% in September 2021, coinciding with a 6.2% decrease in small stock marketing, which tightened supply and raised producer prices. The market rebounded in 2022 as the cattle sector posted its first annual growth in three years, expanding by 2.3%, supported by a N$17.5 million government allocation for agricultural water infrastructure, which aided overall livestock production.
Production surged to 4 624 t in 2023, with market volume reaching 4 507 t. This growth aligned with the Namibian Agronomic Board's restrictions on imports of most controlled products, which likely bolstered domestic market share. Concurrently, the state-owned meat processor Meatco reported significant financial losses, while the industry adapted to updated animal welfare legislation and an import/export permit system to maintain access to high-value international beef markets.
