The beef and buffalo meat market in the Cook Islands is overwhelmingly reliant on imports, with minimal domestic production. Total market volume exhibited significant fluctuations between 2018 and 2023, declining from 275 t in 2018 to 255 t in 2019 before a sharp contraction to 185 t in 2020.

A strong recovery began in 2021, lifting the market to 227 t that year. Growth accelerated thereafter, reaching 264 t in 2022 and surging to a period high of 342 t in 2023. This expansion coincided with evolving conditions on the global beef market. From 2021, worldwide supply chains faced pressure from rising input costs and persistent animal disease outbreaks, while COVID-19 restrictions altered foodservice demand in many countries. The subsequent import growth into the Cook Islands was facilitated by an easing of global supply from 2022, driven by Argentina's relaxation of export restrictions and increased shipments from Australia and the Americas.

Import volumes, which constitute the vast majority of market supply, remained elevated at 343 t in 2024. This was supported by ample global output from major producers like Brazil and Australia, alongside moderated demand growth in key Asian markets such as China.
