From 2018 to 2021, the domestic market for fresh apples, pears, and quinces in Azerbaijan showed steady growth, expanding from 272 thousand tons to 347 thousand tons. This increase was largely driven by state agrarian policy aimed at boosting domestic production and strengthening export potential, which created conditions for new players to enter the market and for existing capacities to expand. Anti‑inflation measures, including support for local output, helped maintain supply stability, while global supply‑chain disruptions in 2020 further encouraged consumers to rely on local produce, reducing dependence on imports.

After peaking in 2021, the market volume stabilized at 342 thousand tons in 2022 and then declined to 303 thousand tons in 2023. This contraction was primarily linked to a sharp rise in exports, which reached 104 thousand tons in 2023—an 18% increase over the previous year. The export surge was fueled by Azerbaijani producers’ successful penetration of foreign markets, which strengthened their position but reduced the amount of fruit available domestically. In parallel, the government continued to support the opening of new processing facilities and introduced stricter labeling and packaging requirements aimed at improving product quality and competitiveness.
