From 2018 to 2020, the apple market volume in Luxembourg initially rose to 7 549 tonnes in 2019 before declining to 6 567 tonnes in 2020. This period saw a regulatory push to reduce pesticide use by over 50% since 2016, which affected local apple production and contributed to a drop in domestic output, while imports maintained overall volume.

The market continued to contract in 2021, with volume falling to 5 988 tonnes, and saw a slight recovery to 6 154 tonnes in 2022. The implementation of the 2018 law on food safety control and sanctions in 2022 strengthened traceability requirements, increasing compliance costs for importers and contributing to a decrease in the market's value to 10 020 thousand US dollars in 2022.

In 2023, market volume rose to 6 403 tonnes, while value rebounded to 11 236 thousand US dollars. A key driver was the progressive ban on plastic packaging for most fruits and vegetables under 1.5 kg, effective from mid-2023, which altered retail presentation. Additionally, the promotion of Luxembourgish apples on local markets and new rules for fruit plant marketing in 2024 supported domestic consumption and ongoing pesticide reduction efforts.

The market showed an unstable trend over the period. Production reached its lowest point in 2017, then peaked in 2018, with a 2.1-fold difference between these years. In 2020, Luxembourg produced 1 380 tonnes of apples, marking a sharp decrease of 28.5% compared to the previous year. The highest production level was recorded in 2018 at 2 080 tonnes. From 2017 to 2020, France and Germany were the main buyers of apples from Luxembourg, together accounting for 81.5% of total exports in volume. Other countries made up the remaining share.
