However, by 2023, the market recovered to 1.34 million tons as new players, including non-specialized enterprises like poultry farms and meat processing plants, entered the sector, and import substitution policies boosted local manufacturing.

Market volume declined to 1.06 million tons in 2024 despite rising production, as increased exports and supply chain difficulties with China—stemming from secondary sanctions—limited imports. From September 1, 2024, a law providing state support to feed, additive, and veterinary drug producers took effect, potentially strengthening the industry in the longer term. Production continued to grow, reaching 1.69 million tons in 2025, supported by new registration rules scheduled for 2025 and increasing demand for pet feed additives.
