In 2018, the Ministry of Economy and Finance eased production regulations for small breweries, supporting creative brewing methods and independent brands, which helped stimulate the craft beer segment. The market volume remained stable at around 1 975 million liters. The COVID-19 pandemic in 2020 shifted consumption patterns toward home drinking and accelerated online alcohol sales, leading to a volume increase to 2 069 million liters, although the market value dipped to 1 349 million $ as consumers leaned toward more affordable options.

A sharp market contraction occurred in 2021, with volume falling to 1 500 million liters. This drop was driven by the MZ generation diversifying their alcohol consumption toward distilled spirits and ready-to-drink highballs, which reduced beer demand. Recovery followed in 2022, as domestic alcohol shipment values rose by 12.9% and flavor hyper-segmentation attracted consumers, pushing volume to 1 824 million liters and value to 1 277 million $.

By 2023, market volume stabilized at 1 822 million liters while value grew to 1 388 million $, reflecting a premiumization trend. Regulatory easing, including revised liquor tax laws that permitted contract brewing and mobile order sales, fostered greater beer variety. The expansion of premium domestic and craft beers, which reached 22 million liters in output, further supported this shift toward higher-value products.
