The sanctions also altered trade flows, further reducing overall market volume.

After the 2022 decline, the market began to recover, reaching 751 thousand tons in 2023 and 809 thousand tons in 2024. Production followed a similar path, rising to 743 thousand tons in 2023 and 798 thousand tons in 2024. By 2025, production stabilized at 789 thousand tons, indicating a gradual return toward pre‑shock levels.
