Earlier Report Observations

After reaching 27.7 million m² in 2018, woven flax fabric production in Russia declined to 21.8 million m² by 2020. This contraction was primarily driven by the initial impact of international sanctions and the COVID-19 pandemic, which disrupted supply chains and demand in 2020. A recovery followed in 2021, with output rising to 25.1 million m², supported by the entry of new players and investment projects, alongside the development of state support programs for the flax sector.

Production volumes fell sharply from 2022 onwards, dropping to 7.6 million m² by 2025, as intensified sanctions and geopolitical risks severely constrained the industry. The market increasingly relied on imports, particularly from Belarus and China, which kept the total market volume at 20.4 million m² in 2023 despite falling domestic output. The impending expansion of mandatory labeling rules for textiles, effective from March 2025, introduced new compliance requirements for market participants.

Throughout the period, over 98% of production remained concentrated in the Central Federal District. The industry adapted through the development of new product segments, such as coarse flax and semi-flax fabrics, and fabrics with innovative properties like copper nanoparticles, reflecting a shift in both supply and consumer preferences towards specialized and eco-friendly materials.

After two years of decline, Russia's production of woven flax fabrics rebounded in 2021. Output reached 25 112 K m², representing a 15.2% increase compared to 2020. However, over the broader period from 2018 to 2021, production actually decreased by 9.3%, with a compound annual growth rate of -3.2%. Russia's exports of woven flax fabrics declined for the second consecutive year in 2021, reaching 2 041 K m². This marked a moderate decrease of 9.5% from 2020.
