Although a new Value Added Tax law was introduced in 2023, the primary market driver was sustained demand met through cross-border timber trade, facilitated by minimal regulatory oversight at the frontier.

However, the overall market size was ultimately determined by steady domestic production and fluctuating import levels responsive to economic activity.
