From 2018 to 2021, Rwanda's production of wood in the rough remained stable at 4 038 thousand tons annually, with market volume hovering around 4 038–4 039 thousand tons. The Forestry Management Directorate issued 29 industrial logging permits in 2018 to 12 companies, including new entrants like Chinese and Swiss firms, which helped maintain production capacity for regional markets. The Biomass Energy Strategy, approved in 2019, aimed to create a more sustainable supply chain for wood-fuel, potentially influencing long-term demand structure.

Market volume grew to 4 047 thousand tons in 2022 and 4 059 thousand tons in 2023, driven by a rise in imports from the Democratic Republic of Congo. This expansion coincided with Rwanda's broader industrial and economic growth, which increased demand for wood in construction and manufacturing. Although a new Value Added Tax law was introduced in 2023, the primary market driver was sustained demand met through cross-border timber trade, facilitated by minimal regulatory oversight at the frontier.

Throughout the period, regulatory developments like the general law on offenses and the sustainable forest management project shaped the operating environment. However, the overall market size was ultimately determined by steady domestic production and fluctuating import levels responsive to economic activity.
