The Finnish market for wood assembled flooring panels experienced fluctuations in volume from 2018 to 2021, starting at 1.2 million m². Regulatory developments, including the Building Safety Decree and the decree on residential premises that took effect in early 2018, set stricter standards for construction materials. Later, the law requiring buildings to install electric vehicle charging points and automation systems, enforced from March 2021, further stimulated demand by promoting building renovations and new compliant constructions.

Market volume peaked at 1.4 million m² in 2022, but then fell sharply to 864 thousand m² in 2023 and 700 thousand m² in 2024. This decline coincided with the approval of a new Building Act in 2023, which will come into force in 2025 and created uncertainty among investors and builders. Additionally, a significant surge in wood prices in 2024, especially for fiber and energy wood, raised raw material costs, making wood flooring less affordable and reducing market volume.

Amid the contraction, the market saw notable expansions in production capacity. Metsä Group inaugurated its bioproduct plant in Kemi in October 2024, and LapWall Oyj launched its largest ever investment in Pyhännä in June 2024. These moves are poised to enhance domestic supply in the longer term. Concurrently, growing consumer preference for natural and sustainable materials continues to support the premium segment of wood flooring, even as overall volume declines.
